Chapter 3: Celebrating Our Legacy of Leadership
Jones & Henry Engineers has a rich history rooted in innovation and leadership within the civil engineering field. Founded by Harvey P. Jones in 1926, the firm evolved through the contributions of various presidents, each bringing unique experiences and perspectives that shaped the company’s direction. From its early days in municipal improvement projects to expansion across multiple states and a focus on sustainability, Jones & Henry has consistently prioritized excellence and customer service. Here are the leaders who have significantly influenced our growth during our first 100 years.
Harvey P. Jones (1926 – 1948)
Founder Harvey P. Jones was born in Sandwich, Illinois, in 1891. As Harvey described him, his father was a “mechanically minded” man who had moved from New York to the small town 45 miles west of Chicago twenty years earlier. After attending public schools in Sandwich, Harvey enrolled at the University of Michigan, graduating with honors in Civil Engineering in 1916. He would later obtain a degree in Chemical Engineering from the university. Then called H.P. Jones Company, his new firm’s first project was consulting on a multi-million-dollar municipal improvement project in West Palm Beach, Florida.
Thomas P. Henry (1948 – 1968)
Thomas Henry, who became a partner in 1944, played a crucial role in this growth phase. Born in Woodbury, New Jersey, Thomas earned an engineering degree from the University of Pennsylvania in 1917. That same year, he joined the United States Army, serving in the 19th Engineer Battalion, a combat engineering unit. After leaving the service, Thomas worked in West Palm Beach, Florida, eventually becoming a City Engineer. That role ultimately led him to H.P. Jones & Company, where he would become a pivotal figure.
Coburn C. (Bud) Metcalf (1968 – 1983)
Bud Metcalf led Jones & Henry as President from 1968 to 1983, following his graduation from Ohio Northern University with a degree in Civil Engineering. He initially worked as a Design and Field Engineer with the State of Ohio Department of Transportation. After his World War II service, he served as a Lieutenant Colonel in the U.S. Air Force. Bud’s presidency was marked by the expansion of the firm’s operations into Michigan and Cincinnati, Ohio, demonstrating a commitment to enhancing client services and fostering growth.
Harold A. Kelley (1983 – 1985)
Harold A. Kelley, born in Arkansas and a graduate of the United States Military Academy at West Point, brought a unique blend of leadership and legal expertise to Jones & Henry. He graduated cum laude from the University of Arkansas with a degree in Civil Engineering. Harold served as the firm’s President for a short time before transitioning to a career in law after his tenure. His background in engineering and military service offered a strong foundation for his leadership at the firm.
Franz Morsches (1985 – 1995)
Franz Morsches became President of Jones & Henry in 1985 following Harold Kelley’s retirement. A Fort Wayne, Indiana native, he graduated from Purdue University with a BSCE in 1958. Under Franz’s leadership, the firm expanded its operations into Indiana, opening an office in Fort Wayne. His commitment to growth and innovation helped solidify the company’s reputation during a transformative period in its history.

Felix F. Sampayo, PE (1996 – 2002)
Originally from Havana, Cuba, Felix F. Sampayo’s compelling journey began with his education at the University of Havana. After relocating to Toledo, he earned his BSCE from the University of Toledo in 1960 and went on to teach engineering graphics at Purdue University while pursuing his MSCE and Ph.D. As President of Jones & Henry, Felix oversaw the opening of our Lexington, Kentucky office, expanding the firm’s reach. His leadership and dedication to engineering education left a lasting impact on both the company and the community.
Steven L. Wordelman, PE (2002 – 2016)
Steven L. Wordelman joined Jones & Henry in 1975 as a design engineer and quickly rose through the ranks, becoming President in 2002. Over his long tenure, Steve played a significant role in managing numerous large-scale projects, including over $250 million in wastewater initiatives. His hands-on experience and strong understanding of regulatory frameworks, cultivated through active participation in professional associations and committees, proved invaluable. Steve’s leadership involved a commitment to excellence, overseeing key design and construction projects while ensuring the firm’s continued growth and relevance in the industry.
Bradley F. Lowery, PE (2017 – Present)
Bradley F. Lowery, a dedicated professional in civil engineering, has been making an impact at Jones & Henry Engineers since joining in 1996. After earning his BSCE and MSCE degrees from the University of Toledo, he began his career at Matrix Technologies, focusing on civil site work for industrial and commercial clients. Brad later transitioned to Jones & Henry, where he has taken a particular interest in water and wastewater treatment. As President, he combines his extensive experience with a forward-thinking approach to guide the company into its next century while mentoring emerging engineers. Passionate about delivering clean water solutions, Brad thrives on helping clients address their challenges effectively.
